Moses came down from the mount and "the skin of his face shone" from speaking with Yahuah (Exod 34:29). Ezekiel watches the glory leave the house (Ezek 10:4) and return, "the earth shined with his glory" (Ezek 43:2), and Habakkuk promises the earth filled with the knowledge of that glory (Hab 2:14). The angel of Revelation 18:1 lights the earth with glory as Moses' face did: reflected glory, not divine identity. He announces a verdict already decided in the court above. The distinction matters well beyond this verse; Yahuah alone is the source of light, and every bearer, angel or Son, carries what He gives without becoming Him.
