The Torah fixes the rule: "at the mouth of two witnesses, or at the mouth of three witnesses, shall the matter be established" (Deut 19:15; 17:6). Moses turned waters to blood (Exod 7:17-21), Elijah shut heaven and called down fire (1 Kgs 17:1; 2 Kgs 1:10-12), and Zechariah saw two olive trees, "the two anointed ones" (Zech 4:14). In Revelation 11:3-12 the two witnesses are the full covenant Word, the Law and the Prophets, meeting the two-witness rule; fire from their mouths is the Word as judgment, and they cannot be killed until their testimony is finished. Futurist teaching awaits two men in Jerusalem during a seven-year tribulation that Daniel 9 already completed.
