The Spirit came upon the seventy elders and they prophesied, and Moses answered the complaint by wishing all Yahuah's people were prophets. Joel promised the same outpouring on sons, daughters, servants, and handmaids. Zephaniah names the gift precisely: a pure lip, a language given so that all may call on the Name and serve with one consent. The Spirit is poured out and the gifts operate. Scripture describes them as understood.
