Rev 18:5

Yahuah waits because "the iniquity of the Amorites is not yet full" (Gen 15:16), then hears that "the cry of Sodom and Gomorrah is great" and goes down to see (Gen 18:20-21). Ezra confesses "our trespass is grown up unto the heavens" (Ezra 9:6), and Jeremiah says of Babylon, "her judgment reacheth unto heaven" (Jer 51:9). Rev 18:5 uses the same architectural image, a tower of accumulated transgression: "her sins have reached unto heaven." The legal record is now full. The court's patience has not failed; the record is simply now complete. The delay of judgment through the age is therefore no sign of indifference but of a docket being filled to the last entry.
