The cloud is Yahuah's vehicle of presence: the pillar before Israel (Exod 13:21), the thick cloud at Sinai (Exod 19:9), the glory filling Solomon's house (1 Kgs 8:10-11). Daniel sees "one like the Son of man" come with the clouds (Dan 7:13), and later "one like the similitude of the sons of men" is an angelic messenger (Dan 10:16). The same likeness describes Messiah at Rev 1:13, so the phrase alone settles nothing; the command does: "another angel came out of the temple, crying with a loud voice to him that sat on the cloud, Thrust in thy sickle" (Rev 14:15). Messiah does not take orders from angels; the reaper is a messenger in a chain of command.
