The horn is strength in Torah, Joseph's horns pushing the peoples (Deut 33:17), and Zedekiah's iron horns make it the false prophet's prop (1 Kgs 22:11). "All the horns of the wicked also will I cut off" (Ps 75:10). Daniel's fourth beast carries ten horns, and "the ten horns out of this kingdom are ten kings that shall arise" (Dan 7:24); Zechariah's four horns scatter Judah until the carpenters fray them (Zech 1:18-21). Revelation's ten horns are Rome's divided phase, power exercised through many agents, kings who have received no kingdom yet. On the dragon the crowns sit on the heads; on the sea beast they move to the horns: hidden rule becomes open enforcement.
