Yahuah set bars on the sea from the beginning: "Hitherto shalt thou come, but no further" (Job 38:11). The Psalms and Isaiah turn the waters into the nations, "the rushing of nations, that make a rushing like the rushing of mighty waters" (Isa 17:12), and "the wicked are like the troubled sea" (Isa 57:20). Daniel sees four beasts come up from the great sea under the striving winds (Dan 7:2-3). In Revelation the sea is the churning mass of peoples and trade that births kingdoms, always restrained territory under Yahuah. "There was no more sea" (Rev 21:1) is a theological verdict: chaos is not restrained in the new order but dismissed entirely.
