Jeremiah first sets the three beasts on the road against faithless Judah: "a lion out of the forest shall slay them, and a wolf of the evenings shall spoil them, a leopard shall watch over their cities" (Jer 5:6). Hosea repeats it, "I will be unto them as a lion: as a leopard by the way will I observe them: I will meet them as a bear" (Hos 13:7-8). Daniel assigns lion, bear and leopard to the successive empires (Dan 7:4-6). Revelation fuses them in reverse order into one beast of accumulated power. Because Yahuah sends these same creatures in Hosea, they are instruments, not independent powers; the beast's strength is borrowed and held on a leash.
