Yahuah names Himself "I AM THAT I AM" (Exod 3:14) and "the first, and with the last" (Isa 41:4), the One who is, who was, and who is to come. The scarlet beast is His parody: it "was, and is not, and shall ascend out of the bottomless pit" (Rev 17:8). Daniel's fourth beast is slain and given to the burning flame (Dan 7:11), and "that which hath been is that which shall be" (Eccl 1:9). The power worked through earlier empires, its final form did not yet exist in John's day, and it appears when the restraint lifts. It is the same beast that kills the witnesses, many facets moving in one direction.
