Isaiah's taunt against the king of Babylon gives the counterfeit throne: "I will exalt my throne above the stars of Elohim... I will be like the most High" (Isa 14:13-14). Daniel's leopard is given dominion (Dan 7:6), and the little horn's "power shall be mighty, but not by his own power" (Dan 8:24), while the true King sits at Yahuah's right hand by appointment (Ps 110:1). The book places the throne of Satan in the Constantinian period, when spiritual opposition gained a seat of authority inside the visible church, a delegated authority from below that still operates under permission. Isaiah 14 is "this proverb against the king of Babylon" (Isa 14:4), not the biography of a fallen angel.
