Moses stretches his rod and "all the waters that were in the river were turned to blood" (Exod 7:20); the Psalms keep the memory, "He turned their waters into blood" (Ps 105:29; 78:44). The two witnesses' power to turn water to blood (Rev 11:6) is Moses before Pharaoh, the Law side of the testimony, established by two witnesses (Deut 19:15). In the bowls the sea becomes "as the blood of a dead man" (Rev 16:3), exposing the nations' structures as unable to provide real life, and rivers turned to blood strike the root: what is poured out returns. The futurist pair of literal men in a future Jerusalem replaces that Law-and-testimony witness.
